May I add that it is based on the approved procedure by the manufacturer which is, in most cases, approved also by the customers.

It is not exactly like that.
in the paragraph 4.3.1 of SNT-TC-1A 2006 it is stated that level I can perform:
"specific evaluation for acceptance or rejection determination, according to written instructions and to record results. The NDT level I shall receive the necessary instruction and supervision from a certified NDT level II or III individual".
The key words are instruction and supervision

Please inform me about the Standard and para which states that personnel performimg Liquid Penetrating Testing shall be Level 1  & Person resposible for Interpretaion of PT shall be Level II
