[MW:8411] PWHT of Quench and Tempered Steels

Dear All,

I confused in PWHT of Quench and Tempered steels. What does mean "The maximum cooling rate established in UCS-56(e) (5) need not apply" according to ASME Sec. VIII, Div.1, UHT-56(C)? "Need not" or "Shall not" or "is better"? Is there any problem, if I following the maximum cooling rate according to UCS-56(e) (5)?
