It all depends on what test set up you have; all you need is technique proving trial test on samples with known reflectors.....dead zone, near field, scan contact surface are then to be considered for effectiveness of the test. But on and off 13 mm is a sound threshold limit.

As per asme sec v,for fully killed steel,UT is to be done on thickness 13mm and above.
