You can, But why do you want to use E6010 for fillet?
Fillet welds when made with E6010 usually have a relatively flat weld face and have a rather coarse, unevenly spaced ripple.

Dear All Good Day. I have WPS which was qualified using E6010 for Root pass and rest welding with E7018 for P1 Material of thickness 10mm.
