Unless other code applicable the ASME IX do not restrict any repair.
If you have a P8 to P8, same conditions, filet or root approved WPS and welder,
Yes, you can repair. You are welding P8 to P8. This is the case. It doesn’t matter if the case is a repair or not.
1st you have to remove the defect.
2nd show evidence that de defect was completely removed by any NDE, PT or RT or UT,
3sd reweld by the process you chose (GTAW).
4th show evidence the weld results are acceptable by any NDE applicable.
