you may apply the solution of Mr.augastin. But while placing insulating gasket ( which can be non asbestos ) between nut seating and flange, you need to remove the Nut, thus loosening the bolt itself. You can do this one by one . However if you choose to replace with bolt without any coat as suggested by me earlier , in sets of 4  at  a time , it is  a perfect one. See how much bolt area is there available as buffer. Also see the bolt spacing. If bolt area against the operating parameters is available you can go ahed with 4 bolts  at a  time so that while tightening a balanced load is applied.

You can go for FBE ( Fusion Bonded Epoxy) coating for those bolts.
FBE coating is a good option. But check other parameters and the fluid if its affect the FBE material.

Can any one help me to find the coating material for A320 Gr L7 bolts and A 194 Gr 2 nuts on SS 304 Flanges.As i checked the galvonic series Zn/mg not recomnded.Presently this heat exchnger flange which is already installed at site.Any Solution,so that without disturbing the joint we can coat some material at site for controlling galvonic corrosion.
 
Please keep in mind that it is STHE body flange.

Piping systems involved for the flow lines and gathering lines from the well head isolation valve to the production facility or processing plant isolation valve are determined as OFF PLOT. ON PLOT defines piping system in the processing plant and production platform. ANSI/ASME B31.4 applies for off plot piping system. B31.4 allows the use of either API 1104 or ASME section IX (as appropriate). However, occasionally, a very small system such as piping within 500 feet of a processing plant (some client also said 400 feet) may be declared B31.3 rather than B31.4. When B31.3 is invoked, only ASME Section IX is used. before you decide which code to use for welding procedure and/or welder qualification for pipe welding, you have to know the design and construction code applicable to the system.
