Arcelor Mittal, Industeel in US and Dillinger from Germany are the major suppliers. In addition to X and J factor take care of simulated HT and testing at min and max PWHT conditions while ordering.

you can specify the X bar and J factor requirements in your purchase spec and there are quite few compannies who can supply . These are usually run in the mill on order basis.Any reputed manufacurer should be able to do it.
