I don’t understand your query. “Weld need not to pass HIC” why this specific requirement?

PQR HIC testing may not be required unless it is requested by contract. However you should order consumables with HIC testing.

I presume that the applicable standard is MR0175(NACE).E7018-1 is fine but it should have Nickel less than 1%.Sulphur also preferably should be lower that the specified limits.After welding PWHT is recommended so that the final hardness is less than 22HRC especially in HAZ.After taking care of these if the sample is tested as per TM0177/TM0284 then things should be OK.Most important thing is hardness, which should be always less than 22HRC.So instead of SA516GR70 material preferable is SA516GR60 which has less UTS and hence inherent stress values are less and hence less prone to HIC/SSC cracking.
