Yes, as per ASME Sec-IX, if you don't have impact requirement, then soaking time is not an essential variable, but as per QW 451.1, if you qualify a process with PWHT of a test coupon 38 mm, it will qualify the base material 5 -200 mm ( without impact). as per UCS-56( ASME Sec-VIII Div.1), if we consider the material as P No.1, Gr. No. 1,2 , then for 38 mm test coupon we require 1hr. 15 minutes soaking time (min.), but for these test coupon , base material qualifies upto 200 mm.In actual if your job is 200 mm thick, then also as per UCS-56 require minimum 3.5 hrs PWHT soaking time for that thickness. hence from PWHT point of view your procedure will not qualify, because this welding procedure will not comply your code of construction.
Also, from metallurgical point of view, if you qualify any process with longer soaking time & if all the required mechanical tests pass, which automatically complies the lower soaking time ( complying minimum soaking time as per requirement of code of construction) but not vice-versa.
lower soaking time doesn't guaranty of the mechanical properties of higher soaking time.

QW-407.2 Said: The procedure qualification test shall be subjected to PWHT
essentially equivalent to that encountered in the fabrication of production
welds, including at least 80% of the agregate times at temperature(s). The PWHT
total time(s) at temperature(s) may be applied in one heating cycle.
