There is no criterion in B31.3, as a general engineering practice you may follow the criteria given below by Mr. Aarpee, which is generally followed for VIII div 1 vessels.
I have similar situation recently when 44” X 36” and 36” X 30” eccentric reducers with longitudinal seam at the bottom welded together, resulting a cross weld, we have no option but to radiograph and accept as it is. This can be avoided when you realise during engineering it self, but there are practical difficulties.

Long seams should be staggered by atleast by 5 times the thickness of the thicker plate or else the longitudinal joints are to be radiographed 4 inch in each side of each circumferential welded intersection.

Codes PIP PNSC0001, ACCEPTABLE 1" O 30 Degrees apart.
