It could be poor design, why you need flanges in a buried pipeline?

Most cost effective will be coal tar wrapping

Dear Gentlemen,

Good day to everyone. I have one dilema regarding some fittings to be welded to a pipe and will be buried 1.5 meter below grade surface. Is this right thing to done? If correct what is the most cost effective protection that we can do to protect the buried fittings(example- Flanges).
