Hi,

It is purely depends on your Contractual requirement. Code Says Any NDT technique can be evaluated or signed by a person having minimum Level-II certified and having knowledge in particular technique

If your contract or project guide has agreed for terms like " Level-III qualified personal shall evaluate"  then it is mandatory .
