Dear Biplab,
As per AME B31.3 table 331.1.1 Requirement for Heat Treatment For P1 materials PWHT requirement for > 20mm thickness, so you can used without PWHT cover WPS for production joint, its applicable only in-general requirement of piping other wise it will be stated your piping specification.

3. For BF & SW is welded there is LPT requirement as per code ASME B
31.3 that LPT must be done at root run. If PWHT is not done is it
mandatory to perform LPT after Final welding.

Please try to answer me with the code requirement as well as
Recommended Practice for Refinery Project.
