In the so-called Schaeffler diagram you can see that welding of carbon steel to stainless steel (type 304) with type 316 consumables will result normally in weldmetal with to much martensite (hard/brittle).
When the process has a very low dilution rate than there will be no or very little martensite.
The standard approach for welding carbon steel to a.o. austenitic stainlesssteel: use a 309-type consumable.
But.....read your customers requirements carefull before deciding what to do.
