If it is code stamped equipment, TPI witness or approved WPS can not be used. It is the responsibility of manufacture

But it depends on Client Specification and Client Acceptance. Generally it is a practice to Qualify Welders &  PQR's with reputed TPI so that it can be Accepted by all Clients.
