IS 2062 E250 - Tensile strength - 410 MPA & 
IS2062 E350 - Tensile strength - 490 MPA

The criterion is not only the Tensile strength, but also the metallurgical similarity, that is the reason why the P Numbers exist, but These materials do not have P Numbers assigned, see Table QW-422.

If you have qualified a base metal in a particular tensile strength, with a PNo. Then a metal with the same P No but higher tensile is not possible to weld. Your WPS cannot guarantee that weld is safe at higher tensile strengths.
