First of all for only welder qualification u need to qualify WPQ but u can also used to qualified WPS to make WPQ.
Base material Thickness is non essential variable for welder but weld deposited thickness is essential variable for welder so < 12 mm weld deposited thickness welder can do upto 2t weld deposit but more than t= 13 the qualification range is maximum.
For diameter less than 25 welder can do welding upto 2T.for 25 -75 mm again 2T but diameter more than 75mm qualified diameter is unlimited.
Base metal thickness is not an considerable for welder it's only for wps
