Upgrade of Mn and Ni from C3 to D1 and some differences in additional elements C3 has Cr Mo ranges....

Is this both belongs to same classification - Obviously NO.

Is this applicable as Non Essential Variable QW-404.12 ???

404.12 is mandated on covering supplementary essential, when falls for requalification becomes essential.

In your case you have asked commonly whether both falls under non-essential, for this answer NO and see the scnearios below.

E8018- D1 H4R to E8018- C3 H4R, in this case as per CVN requirements you can use but check the impact requirements.

E8018- C3 H4R to E8018- D1 H4R, in this case you simply cannot use, must requalification.
