Hi Sir

Seamless pipes should be sourced with API 5L PSL 2 certification, you may apply weld overaly as per API 5LD and can certify product as per API 5LD. Backing material shall confirm to API 5L. If seamless pipes are not complying with API 5L backing material requirements, you can not certify your product as per API 5LD after weld overlay (Refer Table 1 of API 5LD)  

There are other specification with which you can produce clad pipe, for instance EIL specification dont refer API 5LD, you may also follow DNV Specification.

Secondly is it a must that pipes to be Cladded are manufactured as per API?
