Yes, B.2.2.1.3 does not specify that wall thickness is an essential variable. But first of all, wall thickness of the pipe should be considered against thermal severity of the piping during in service. accepted minimum thk is 4.8mm (0.118").
Let this helps

Sleeve longitudinal welding & Branch welding will be covered by API 1104 clause 6.2.2.e
In Sleeve to Pipe Fillet weld, the wall thickness is not an essential variable according to API 1104 clause B2.2.1.3 Appendix B

Subject: [MW:10069] Need clarification about API 1104
Dear all,
API 1104 Clause No. 6.2.2 (e) mentions about the 'Pipe wall thickness grouping' as an essential variable.
If we have a requirement of welding a sleeve on Pipe (as in-service weld), do we need to consider the Sleeve thickness as an essential variable?
I believe API 1104 code is silent about the Sleeve thickness.
Please guide.
