Hello, 

 For the calulcation of electrode consumption for welding of any type of steel structure, you need to know welding metal deposition on those structures.  so you need to calculate first the weld metal deposition on it. after that based on the suitable multiplying factor with this  weld deposition you will get the welding electrode consumption.

welding electrode consumption = multiplying factor x weld deposition

for calculation of weld deposition, One andriod/window application is developed by me it would be helpful to you 
" Smart welding Solution ( free)"- google play store . there is also paid version. but  for initial stage you can use this free version.
with this you can   get various information which will helpful for welding calculation. 

weld deposition/ volume/cross section area/ surface opening of any type of groove joint configuration including fillet.
it is also developed for overlay application. 
there is toturial section also for understanding. it is highly comprehensive  so it might take time to understand. 
you can also save these information in pdf also.
