For Normalizing & tempering you should follow Material Test certificate, 
If i am not wrong then you want Elbow from Plate material, so you have to check for fiber elogation also.
As per requirement of fiber elongation you need stress reliving same weld joint also followed in PQR.

Material is SA234WP9 20mm thk drawn  from.pipe into plate hardness is 190 BHN after straightening and cutting processes.
