[MW:26377] PWHT Query of P4 material / ASME B31.3 - Piping

Hello Experts,

Query - We have one of the Vendor PQR for P4 material and noticed that the PWHT has been carried for 2 hours (Thickness = 23.5mm). I believe that the PWHT time should not be more than 1 hour for the said thickness. 
Question 1 # Whether for any new job using the same PQR, PWHT time should be the same 2 hours or it can be reduced to 1 hour as per the latest standard? We have currently a modification job in the same steam line and the thickness is 10.0 mm.
Question 2 # What could be the reason for this 2 hours, PWHT time period?

Line Service - High Pressure Steam
