Our vendor is asking not to perform tempering because as advice from the mill,they cannot guarantee the plate mechanical properties after tempering since the plate supplied in Normalized condition.Vendor will only perform Normalizing Heat Treatment for the plate.
Since i'm not expert,anybody having any experience or knowledge on this can advice me.
