Since you mentioned B.31.3  for the proper consumable selection , please specify the process.
is it  GTAW+SMAW   combination  or full SMAW?

values of min. base metal. Chemistry is not a criteria as it may differ from base toweld chemistry.

For your 106 Gr. B pipe,it could be,

1. E 6013 for root, filler cap  or 
2. E 6010 for root and E 6013 for F & C. or
4. E 6013 for root and E 7018 for F & C  or
4. E 7016 for root and E 7018 for F & C (used in shipyards) or
5. E 7018 throughout.

1 & 2 are common in plant piping. 

For AS & SS , chemistry of base mental is the criteria and not UTS values.

I am working as QC-ENGINEER, as I am preparing wps/pqr 1st time,I need some guidance regarding consumable selection like what are criteria to be considered,
Example for b31.3 and  section IX is the code carbon steel is material A106grB pipe. In this how we select from sectionII part C
