Hi,
 
Please note that the div-1 uses higher factor of safety (higher material thickness and higher material requirement) whereas div-2 uses lower factor of safety (lower thickness and lower material requirement .
 
For div-1 --> Allowable Stress = 67% of Yield Stress @ design temp
For div-2--> Allowable Stress = 90% of Yield Stress @ design temp
