[MW:23046] why Hardness dropped after weld repair on base metal

Hello Experts

We welded 4130 to itself ,and we performed PWHT in 1175 for 2 hours,hardness on that time was OK in base metal ,we found crack in Toe weld part we removed crack and welded with same WPS but hardness after repair dropped.

why it happened , would you please tell me what`s possibilities to made this problem?
