This type of leaking also happened at one of my project. As far as I know, reason behind this leak is due Chloride Stress Corrosion Cracking. This type of cracking and leak occurs when water with high chloride content is used for hydrotesting of 300 series SS, and not drained properly after testing. You may refer API 571 section 4.5.1 Chloride Stress Corrosion Cracking (Cl-SCC) for more information.
