with reference to composition given, Material shall be API X-70, to be 100% percent sure,please check required Tensile & yeild strength.

Regarding Hardfacing of hardfacing on high manganese steel Gr III Base Metal, if you are planning to hardface with stainless steel elctrodes, it's recommended to go for GTAW Pulsed, else you can go for GMAW shortcircuit.
