Section VIII Div 1
UG-99 k) and UG-100 e) are identical with respect to paint.
Vessels, except for those in lethal service, may be painted or otherwise coated either internally or externally, and may be lined internally, prior to the pressure test. However, the user is cautioned that such painting / coating /lining may mask leaks that would otherwise have been detected during the pressure test.

8.1.2 e)
Vessels may be painted or coated either internally or externally, and may be lined internally, prior to pressure testing. However, the application of paints, coatings and linings is not permitted prior to
hydrotest if the vessel is to contain fluids of such a nature that a very small amount mixed or unmixed with air is dangerous to life. The user is cautioned that the application of paints, coatings, or linings may mask leaks that would otherwise be detected during the pressure test.

In a nutshell, painting prior to pressure test will increase rework costs.

Yes code allowed hydrotest with painting. Only painting is not allowed for sensitive leak test as per B31.3.
 
Prsently in my site we are carried out hydro test in painted condition (around we did 2000 package in my site in painted condition)

I have a strange situation about Hydrostatic Test ......

Until now we used to let all welds of piping system no painted........

now our client read in B31.3 and open the discussion that in code is wrote that is allowed to paint the welds before hydrostatic test......

What do you think about that?????
