What type of joint are you talking about ?
If it is a single sided joint without access from other side, root + hot pass has to be welded by TIG. You cant use SMAW directly.
If there is access from other side and chip back is possible you can go for SMAW like double V full penetration joint..
Also you can weld partial penetration joint root with SMAW..
