[MW:3498] why astm heat treated pipe (stress releived and normalised )pipes are used

Dear members
what is the purpose of astm heat treated pipes9ASTM 671 CLASS 22,32,,GRADE 65 ,can they be subsituted by the API 5L GRADE PIPES,
