Per ASME Section IX
Provided impacts are not required (!) by the design code or customer,
one can use a P4-to-P4 procedure qualification (PQR) to write a P4-to-P1
welding procedure. All other essential variables must be the same,
which generally means that your weld metal will match the higher alloy
(in this case 1-1/4Cr 1/2Mo).
This is covered in Sc IX, QW-424.1:
"Base metal(s) used for procedure qualification coupon . . . One metal
from P-No.4 to any metal from P-No 4"
"Base metals qualified . . . Any P- or S-No.4 metal to any metal
assigned P- or S-No. 4, 3, 1"
Again this is valid only if impacts are NOT required which invokes the
supplementary essential variables.

welding of P-no 4 to P-no 1
