Dear sir,
The maximum hardness value on the weldment/HAZ is not more than 250HB.The minimum hardess value is the base metal hardness value. The  basemetal Hardness value is our reference for finding  minimum hardness value .  
The range as follows - minimum Hardness value  value is base metal value  and max value is not more than 250 HB (weldment and haz)

Technical Report 938-B as fabricated & PWHT -ed hardness requirements are as
follows:-

        Recommended maximum allowable hardness is 248 HBW for process plant
and refinery applications and 275 -300 HBW for utility services.

        Hardness testing is typically performed using portable
Telebrinellerhardness tester or equivalent.
*

        Welds failing the hardness test are typically re-heat treated (no
more than 2 times) or removed, re-welded, heat treated and tested for
hardness.

Control of hardness for grade -91  depends a lot on the PWHT range adopted .
However note PWHT in excess of tempering temperature may excessively soften
the steel.

What'te the project technical specification requirements ??

As per ASME sec-II SA-335 P-91 material maximum hardness value 250HB. my
doubt is how much hardness value accepted (minimum & maximum) for weld metal
as well as HAZ.
