No PWHT is required after welding of butterer AS to CS.
 
CS will not be able to withstand the PWHT temp of AS, so not to be post weld heat treated.

Follow the following Steps if it is practically feasible:
 
1. Carry out buttering of your P11 pipe of ER70S-B2L
2. Carry out Local PWHT of buttered pipe
3. Do welding of Buttered pipe with CS pipe using the same consumable.
