[MW:3208] welding engineering questions, answer required

Can anyone please provide me following details

 

1.       How to calculate preheat & Post heat for welding?

2.       How to calculate cooling rate for welding?

3.       How to know heat input effect on steel (Tempered steel) mean how to know how much max. heat required for any material specially where notch toughness required?
