0.4% C is not correct for the 321H material.

The carbon content of AISI 321H is typically in the range of 0.04% to 0.10%. 

ER347 is the best choice due to its niobium stabilization and  carbon content of the filler is within the appropriate range (0.04% to 0.10%).
AWS 5.4  ER 347 #0.08%.
