In drawing Impact test requirements will give, if it's yes, you have to use impact tested WPS. If it's NO you can use without impact tested WPS.

Scenario
We have a weld joint where 10 mm thick SS pipe (P 8) is welded to 40 mm thick CS (P 1) flat cover. It is a partial penetration weld with 10 mm groove depth. The construction code is ASME Sec VIII Div. 1 and MDMT is -40 degree celcius. I am willing to use ER 309 LMo. 

Query
1. Do i have to use WPS with impact at or colder than -40 degree celcius, or only impact tested filler is enough? or, 
-YES

2. PQR without impact test will do if i am using non impact tested filler?
-NO.
