First thing is only material manufacturer can recertify the material test certificate.

You can only reverify the material test certificate as per applicable code edition using Material Verification forms available in your system.

MTCs are available as per ASME 2019 and Original marking is still available on materials how can i re-certify the material and use it for the equipment which has the code of construction ASME 2021 .
