For the inside welding requirements What is the specification or client requirements, weld joint efficiency considered during design, working pressure to design pressure (factor of safety) etc parameters will decide.
If inside complete penetration, complete edges fusion happened no need to go for the inside seal run or capping else you can plan for the defect removal and can do the welding
Coming to process, it should be as per approved WPS.
SMAW would be acceptable with same consumables
