consuamble selction is mainly depends on  Base metal  tensile properties , Specification and service requirements(Hardness and impact requiremnts). other facrtor also to be taken into considered in case if you wan to fo with different welding processes ,in your  case it is already SMAW process  and  base metrial is  SA 516 Gr 70 means minimum specified tensile strength is 70000psi /485 Mpa. while selecting consumable you need to consider the minimum specified stregth of the base metal not acutal tensilet stregth  specified in MTC , so the recommended  electode for this purpose is E7018 which satisfys the base mental strength requirement for impact requirements to be confirmed by manufaturer based on your project requiremnts, over matching consuambes are not required in this regard as many of the applications E7018/E7018-1 will suffice the requirement of cleints .

in some applications if your project impact reuirements are at below -46deg C you may need to choose E8018/E8018-C3 elctrodes.
