It would have to be analyzed in a laboratory, but that technology is held by the companies that sell gas, so they are a judge and part of that process, you have to put your trust in the gas company, for ASME IX, the WPS places the "Welding Grade" legend (you can ask an ASME Authorized Inspector), not something like Ar 99.998%, because you have no way to demonstrate that data.

Normally moisture/dew point need to be checked as per AWS 5.32. It should be less then 10.5 ppm.
To check moisture, dew point analyzer is available.
