My question is, under what stage and circumstances we opt for SFA 5.36 FCAW and why do we use instead of SFA 5.20 ?

If qualified using SFA 5.20 AWS E71T-IC for P No. 1 with PWHT and without impact test, can I rewrite the WPS with SFA 5.36 , AWS E71T1-C1A0-CS1 for NO Impact Test condition, if I have FCAW stock with  AWS E71T1-C1A0-CS1 .

Please advise.
