Please check whether you are using any Oil during expansion prior to welding. Proper drying and cleaning is required.

While using ER 70 S-2, first clean the filler wire with Emery paper and then do the welding. Good interpass cleaning is required . If backside accessible then that also needs cleaning.
The impurities / slag may be due to the chemical composition of filler wire and might show as defect in RT film if not cleaned
Other alternative is to change to    ER 70S- 6  filler wire.
