This photo don't provide enough information, first, confirm with some details.
1.you sure the leak point is cracking? or just like localized loss of thickness?
2 if localized loss of thickness, if other area have the same issue, or loss of thickness phenomena. if so, you should take care the corrosion issue, review the composition of the medium.
3.if leakage is due to crack, then you should distinguish crack the position where on the weld or along the HAZ, welding quality should be paid more attention. Also, excessive temperature in localized area is another potential reason.
In the end, I suggest more detailed investigation on other similary area is necessary action.
