[MW:22666] Quench,Temper material

Dear All
1-what is meaning of this paragraph on AWS D1.1: When quenched and tempered steels are welded, the heat input shall be restricted in conjunction with the maximum preheat and inter pass temperatures required. Such considerations shall include the additional heat input produced in simultaneous welding on the two sides of a common member. does any body have same exprience about this material?
2- For what Oxygen gouging of quenched and tempered steel shall be
prohibited but other thermal cutting or removal is permitted?
