[MW:22776] Columbium Requirement in SA516-SA20

Dear Experts,

Today I went through one MTC review for ASME SA516 in Mfr shop (the end user is a refinery).

Where I found the Columbium 0.05. The table 1 of SA20 limits the columbium for heat analysis to Max 0.02% however the Note Dallows that to be 0.05%. based on an agreement between purchaser and supplier.

The vendor says they are purchaser and they have agreed with supplier so "it should be acceptable". They have purchased the material out of stock.

 

Could I ask your kind opinion about this? Can I accept the material?

 

More details:

There is no favour neither any objection about this requirement from client.

The purchaser field in the MTC says: "To whome so ever it may concern"

mfr has purchased the material from A Steel Trading Co.

The certificate is EN10204-3.2 witnessed by TPI.

The certification statement says " the material manufactured and tested according to the requirements specified in the order"
