Dear,
1.As per Sec ix 2013 table Qw/Qb 422 A/SA-240 Type 410s is P7 Gr-1 Uns no 41008 and if you go to ASME sec VIII div 1 3024 table UHA 32-2 P7 material required heat treatment. Holding temp 730 degree C. Upto 2 inch 1 hr/inch, 15 min minimum. More than 2 inch ,2 hr plus additional 15 min for every inch up to 5 inch.
If design code other than sec viii details may vary.
2.It depends on what Wps you are using as per welding code. PWHT is Essential veriable in most of the Wps for CRO in Article 2 as per sec ix.
