Keep heat sinks along joint or pour water on weldment after completing . Even if u do SR at 610 it may not eliminate RS completely unless go for Solution Annealing

You need to go to basics and understand the factors influencing residual stresses which are primarily the expansion of adjoining members due to the applied heat during welding and the uneven shrinkage of the weld metal due to change of state and the weld bead shape.  Any factors which will reduce either will minimise residual stresses. In austenitic stainless steels, some methods to minimise residual stresses are use of a keyhole process such as PAW or LBW with high travel speeds and use of cryogenic gases on weld (top face or back face). 

I would also like to add that sensitisation is a time temperature dependant phenomenon, and for general low carbon grades such as 304L and 316L, upto 24hours cumulative stress relief PWHT at 610C will not cause sensitisation. For other grades similar sensitisation curves can be referred to ensure that PWHT will not be detrimental. The above does not however apply to weld overlays, where C migration and partial mixed zones complicate the issue.

Most importantly though, why do you want to reduce the residual stress in welds in austenitic stainless steels? 

finally, like someone else said, there are non-PWHT methods such as vibratory stress relief which may be used post welding.
