Since material is with 80 Ksi minimum, 70Ksi may not match. Being Q&T steel, control the heat input to get Impact values

But the  chemistry requirments for GTAW/SMAW, more or less match ,but for SAW it doesn't match for micro alloys(Ni/Cr/Mo)

Whether proposed consumable is ok or thier any other alterations.

 Why did you choose E
 8018-C3 electrode for SA 537 Cl1 plates. SA 537 Cl1 is
 almost back to back to SA
 515 Gr70 Steel. Based on the  impact requirement as
 indicated below,
 E-7018-1 would have been appropriate. I would  say that
 E 8018-C3 would
 have been advisable if the welds would have undergone
 enhanced heat treatment
 e.g Normalizing.
  
 The high hardness in the
 weld and HAZ is due to the use of overalloyed electrode
 .E-8018C3/Tenacito 70
 contains typically 1.005 Nickel.Nickel causes to form
 acicular ferrite in the
 weld/HAZ , which in turn causes higher
 hardness.

Piping systems involved for the flow lines and gathering lines from the well head isolation valve to the production facility or processing plant isolation valve are determined as OFF PLOT. ON PLOT defines piping system in the processing plant and production platform. ANSI/ASME B31.4 applies for off plot piping system. B31.4 allows the use of either API 1104 or ASME section IX (as appropriate). However, occasionally, a very small system such as piping within 500 feet of a processing plant (some client also said 400 feet) may be declared B31.3 rather than B31.4.
